i never heard buff shield or barrier cant move...its just dumb if you cast a buff on someone else but cant move.

It's first come out on shield/tanker/enchanter in Log Horizon as defensive mode that make the caster become immobilized. But that also adaptations from rpg game monster hunter 2 back then when Ps2 and PSP released. Whoever gave the idea is cursed by many mmorpg player to this day.
